The Central Bank of Ireland currently has a vacancy for Policy Specialist (Funds) on a contract of indefinite duration in the Markets Policy Division. This role is aligned with the Bank Professional 3 grade and the BP3 salary scale applies. Please click here for further information on our salary scales.
The purpose of this role is to contribute to the development of Central Bank policy in relation to investment funds. This includes (i) the development of domestic regulations and guidance,(ii) influencing European and international policy debates and (iii) providing policy advice to supervisors in their engagements with funds and fund service providers.
Responsibilities:
- Contribute to the implementation of European and Irish investment fund legislation, support the provision of technical advice to relevant Government departments in relation to new legislative initiatives and contributing to the preparation and delivery of Central Bank rules and guidance;
- Represent Ireland on relevant EU and international committees in order to contribute to investment funds policy making. Prepare briefing and/or recommendations on investment fund issues to the Central Bank representative on the ESMA Investment Management Standing Committee, the Director of Policy & Risk and the Director General, Financial Conduct;
- Analyse and assess issues for the purposes of providing internal advice to supervisory areas and authorisation staff;
- Develop and maintain a personal network of contacts with internal and external stakeholders, including other regulatory authorities, so as to contribute to the delivery of policy objectives; and
- Develop and provide training on specific Investment Funds policy issues across the Central Bank so that the expertise developed by policy specialists can be shared within the Central Bank.
Requirements:
- A third level honours degree or professional qualification preferably in law, finance, economics, risk, accounting, business or any related professional discipline.
- At least 3-6 years relevant experience. Relevant experience is experience in a legal/policy role related to investment funds or alternatively relevant investment fund supervision or investment funds industry experience.
- Strong knowledge and understanding of the European and Irish legislative and regulatory framework for the investment funds sector or exceptional evidence of a capacity to acquire same in short order.
- Some understanding of financial sector related legislation which impacts on investment funds including the UCITS Directive and AIFMD.
- An understanding of how Ireland’s investment funds sector.
- Strong analytical, problem solving, decision making, planning and organisational skills. Ability to solve new problems on the careful analysis of all available information.
- Strong drafting and presentation skills.
- Highly developed oral and written communication skills and a proven ability to influence and negotiate at a senior level both internally and externally. The role holder is able effectively to communicate complex policy problems and decisions and to be aware of their personal impact in how they communicate.
- Proven ability to actively participate at external and internal meetings and influence outcomes.
- Ability to work effectively as a team member and to motivate and develop associate policy specialists.
